New York City Mayoral Candidate Art Chang (D) sees 'challenging roads ahead' in the mayoral race and discusses the city's future as a financial center.

The New York Times: Art Chang is not the first mayoral candidate to position himself as an outsider — someone who is not beholden to special interests or burdened by decades of political baggage.

But no other outsider shares his back story: a Korean-American resident of Prospect Heights, Brooklyn, with a degree from Yale in women’s studies and a childhood spent with an abusive father.

For advanced students, we can enable a fluid transition from high school to college, leveraging online resources and CUNY for college credit towards their degrees.

Art Chang says he wants those convicted and incarcerated for “non-violent marijuana-based crimes” prioritized for developing businesses now that New York has legalized the stuff. Chang is proposing free education through college, a $2,000 monthly stipend during their time in the program, legal assistance, use of a shared manufacturing facility, startup grants and priority for permits and licenses.

Another proposes universal, 8 a.m. to 6 p.m. childcare beginning at age one, which Chang says would create jobs, free mothers to “work, study, care for elders and those with physical challenges, or simply relax for a moment,” and allow kids to “start from a more level playing field.” The Chang proposal would essentially complete the cradle-to-kindergarten bridge that Mayor de Blasio began building with the UPK and 3-K programs.

New York County Politics: His more than thirty years of experience in politics and policy in both the public and private sectors shows he’s hardly a greenhorn.

As the first project manager on Long Island City’s Queens West Development Project in the late nineties, Chang helped create eight blocks of city infrastructure, including parks and the first two eco-friendly buildings designed to address the hundred-year floodline. One of his buildings was one of only two on the waterfront to not lose power when Hurricane Sandy hit.
